While in an ideal world there is absolutely no reason why implementation of the GST will not provide a boost to exports, there is also no reason to believe that we live in an ideal world. For the authors of GST it seems exports occurred as an afterthought. There is a significant lack of clarity on the future of remissions and incentives that are presently available under the Foreign Trade Policy. Exporters are also wary of the pay-first-and-then-get-refund norm under the GST regime, as they believe that it can create a cash flow crisis. Will the GST do more harm than good for India’s exports?
