EU levies anti-dumping duty on Indian iron pipes products
The European Union has imposed a provisional anti-dumping duty of up to 31.2% on imports of tubes and pipes from India for a period of six months. The European Commission said that it has imposed a 15.3% provisional anti-dumping duty on shipments from Electrosteel Casting Ltd. and a 31.2% levy on exports from Jindal Saw Ltd. and other companies. The products under scrutiny were tubes and pipes of ductile cast iron originating in India and they are used for drinking water supply, sewage disposal and irrigation of agricultural land. “The European Commission initiated an anti-dumping investigation with regard to imports into the Union of tubes and pipes of ductile cast iron following a complaint lodged by Saint-Gobain PAM Group. The complaint contained evidence of dumping and of resulting material injury that was sufficient to justify the initiation of the investigation,” said the European Commission in a statement. The volume of exports from India has gone up significantly, from 75-85 thousand Metric Tonnes to 95-105 thousand Metric Tonnes in the last four years. Exports to the EU increased by over 22.6% during the period despite the shrinking market. “The Indian exporting companies gained 3.5 percentage points of market share in the same period,” it said. The European industry lost market share by 2.5percentage points in the declining market, while its sales decreased by almost 6.4%. Despite losing on sales due to less consumption in 2012, Indian products maintained a market share of about 10-15 %. In 2013, Indian manufacturers managed to increase both their sales and market share. The expansion of sales in a declining market was attributed to an aggressive dumped pricing. The Indian import prices fell by 6.2% in 2013, the Commission said. The investigation began in December last year. Since then the volume of sales from Indian exporting producers has exceeded 100 thousand MT and their market share climbed by15-20 %. The European Union lost sales by 6.4 % and market share by 2.5 percentage points. Under the multilateral WTO regime, countries can impose anti-dumping duties on foreign products to check below-cost imports.
