Production Performance of Oil & Natural Gas Sector for the month of July, 2015: 1. Crude Oil Production 1.1 Indigenous crude oil production (including condensate) during July, 2015 was 3134.254 TMT which is 0.66% lower than the target for the month and 0.39% lower than the production during corresponding period of last year. Cumulative crude oil production during April-July, 2015 was 12445.281 TMT which is 1.85% higher than target for the period and 0.7% lower than the production during corresponding period of last year. Unit-wise and state-wise crude oil production is given at annexure-I. Unit-wise crude oil production (including condensate) for the month of July, 2015 and cumulatively for the period April-July, 2015 vis-à-vis same period of last year has been shown in table-1.1 and month-wise in figure-1.1. 1.2 ONGC’s crude oil production during July, 2015 was 1880.972 TMT which is 3.24% lower than the target for the month and 0.44% lower than the production achieved in the corresponding month of last year. ONGC’s cumulative production during April-July, 2015 was 7455.410 TMT which is 0.54% lower than the cumulative target and 0.84% higher than the production during the corresponding period of last year. The shortfall in ONGC’s production was due to following reason:  Mumbai High: Less than planned production from Cluster 7 fields. Less than planned production from WO#16 cluster field (one well put on production and drilling of remaining wells under progress).  Condensate receipt could not be achieved due less gas receipt on account of re-routing of a section of 42" SBHT (South Bassein Hazira Trunkline) at Umbhrat Hazira from 11th July to 01st Aug’15 for safety reasons.  Cyclonic storm, unplanned power shutdown, poor influx & artificial lift optimization affected production in Ahmadabad.  Closure of wells due to non-availability of Hazira-Motwan pipeline, high water cut, aging of fields affected production in Ankleshwar fields.  Cyclonic storm, unplanned power shutdown & less Air injection in Santhal field affected production in Mehsana.  Closure of high GOR wells due to less off-take by GAIL & other consumers and delay in commercial oil production from Madanam field, Cauvery (Tamil Nadu). 1.3 OIL’s crude oil production during July 2015 was 275.143 TMT which is 8.7% lower than the target for the month and 6.72% lower than the production achieved in the corresponding month of last year. OIL’s cumulative production during April-July, 2015 was 1112.123 TMT which is 4.73% lower than the cumulative target and 1.62% lower than the production during the corresponding period of last year. Reasons for shortfall in production are given below:  Loss incurred due to bandhs & blockades.  Loss in well head potential due to rise in water cut and sand ingression problems in few wells of greater Hapjan field.  Less than expected increase in Wellhead potential from drilling operations. 1.4 Pvt. /JVs’ crude oil production during July, 2015 was 978.139 TMT which is 7.36% higher than the target for the month and 1.64% higher than production of corresponding month of last year. Pvt./JVs’ cumulative production during April-July, 2015 was 3877.748 TMT which is 9.02% higher than the cumulative target and 3.27% lower than the production during the corresponding period of last year. Reasons for shortfall in production are given below:  RIL: Underperformance of MA wells in KG-DWN-98/30 Field, Eastern offshore.  ONGC+BG+RIL: M&S Tapti proposed for abandonment.  Repeated sand ingress in existing producers of Kharsang field in Arunachal Pradesh. 2. Natural Gas Production 2.1 Natural Gas Production during July, 2015 was 2620.479 MMSCM which is 13.09% lower than the target for the month and 4.38% lower than the production during corresponding period of last year. Cumulative natural gas production during April-July, 2015 was 10863.821 MMSCM which is 4.88% lower than the target for the period and 4.26% lower than the production during corresponding period of last year. Unit-wise and state-wise natural gas production is given at annexure-II. Unit-wise natural gas production for the month of July, 2015 and cumulatively for the period April-July, 2015 vis-à-vis same period of last year has been shown in table-2.1 and month-wise in figure-2.1. 2.2 ONGC’s natural gas production during July, 2015 was 1686.209 MMSCM which is 17.13% lower than the target for the month and 5.55% lower than the production achieved in the corresponding month of last year. ONGC’s cumulative natural gas production during April-July, 2015 was 7168.074 MMSCM which is 6.17% lower than the cumulative target and 3.64% lower than the production during the corresponding period of last year. Reasons for the shortfall are given below:  Production affected for carrying out re-routing of section of 42" SBHT (South Bassein Hazira Trunkline) at Umbhrat Hazira from 11th July to 01st Aug’15 for safety reasons in Western offshore.  Less production on account of delay in commencement of production from one deep water well and restricted withdrawal by GAIL in view of safety issues of GAIL’s pipeline in Eastern offshore.  Tatipaka-Lanco pipeline incident, GAIL Pipeline still under repair in Rajahmundry, Andhra Pradesh.  Less associated gas production & closure of well due to less offtake by M/s. GAIL in Assam regions.  Less offtake by consumers in Rajasthan and Tripura.  Production affected due to M/s GAIL’s consumer shutdown in Tamil Nadu.  Closure of wells due to unplanned shut down of GAIL Gas line from Ahmedabad/Kalol to Ramol. Stoppage of gas off-take by GAIL from South Kadi to GAIL GIDC in Gujarat. 2.3 OIL’s natural gas production during July, 2015 was 232.585 MMSCM which is 10.06% lower than the target for the month and 3.84% lower than the production achieved in the corresponding month of last year. OIL’s cumulative natural gas production during April-July, 2015 was 874.227 MMSCM which is 7.80% lower than the cumulative target and 4.85% lower than the production during the corresponding period of last year. Reasons for the shortfall are given below:  Less drawl by Brahmaputra Valley Fertilizer Corporation Limited (BVFCL) due to N II plant shut down due to high vibration of Process Air Compressor from 03.07.2015 to 22.07.2015  Less drawl by Namrup Thermal Power Station (NTPS) – Due to maintenance of Gas Turbine (GT) # 3 & 4.  Less drawl by North East Electrical Power Corporation (NEEPCO) – Due to maintenance of Gas Compressor No. 1 & 2 and Gas Turbine No. 4. Also due to low system demand.  Less drawal by Brahmaputra Crackers and Polymer Limited (BCPL) than the committed quantity. 2.4 Pvt. /JVs’ natural gas production during July, 2015 was 701.685 MMSCM which is 2.79% lower than the target for the month and 1.63% lower than the production achieved in the corresponding month of last year. Pvt. /JV’s cumulative natural gas production during April-July, 2015 was 2821.520 MMSCM which is 0.42% lower than the cumulative target and 5.61% lower than the production during the corresponding period of last year. Reasons for the shortfall are given below:  Under performance of wells of KG D6.  Less than expected gas from trial production from 3 wells in KG OSN-2001/3 block.  Prolonged dewatering in new wells in Raniganj South and Forest Clearance received late in Raniganj East  Incidental CBM gas being produced and sold in Jharia, Jharkhand.  Zero production since 9 June 2015 in Sohagpur East, M.P. and Incidental CBM gas being produced in small quantities in Sohagpur West, M.P. 3. Refinery Production (in terms of Crude oil processed): 3.1 Refinery production during July, 2015 was 18668.458 TMT which is 0.05% lower than the target for the month and 2.90% higher than the production during corresponding period of last year. Cumulative refinery production during April-July, 2015 was 74945.890 TMT which is 2.05% higher than the target for the period and 3.89% higher than the production during corresponding period of last year. Unit-wise refinery production is given at annexure-III. Unit-wise refinery production for the month of July, 2015 and cumulatively for the period April-July, 2015 vis-à-vis same period of last year has been shown in table-3.1 and month-wise in figure-3.1.

3.2 PSU Refineries’ production during July, 2015 was 10053.747 TMT which is 0.98% lower than the target for the month and 3.07% lower than the production achieved in the corresponding month of last year. Cumulative refinery production of PSUs during April-July, 2015 was 40642.158 TMT which is 1.69% higher than the cumulative target and 5.08% higher than the production during the corresponding period of last year. Reasons for shortfalls in PSU refineries are given below: -> IOCL, Guwahati: Throughput is restricted in line with crude availability. -> IOC, Panipat: Throughput is restricted due to plan (plan not in MOU) OHCU (Once Through Hydro Cracker Unit) shutdown.  -> HPCL, Visakh: Crude throughput is low due to shifting of the T&I dates from 2nd/3rd week to 4th week of June which resulted in major units under T&I for most part of July 2015 -> CPCL, Manali: Crude throughput lower than plan due to deferment of Ref-3 M&I shutdown. -> MRPL, Mangalore: Crude unit-Phase-II taken shutdown for 1½ days due to one of the preheat train FT impulse line leak. DCU shut down for 13 days on an emergency basis to undertake the repair of overhead Vapour line Isolation valves/MOV leading to SR ullage constraints and in turn resulting in crude oil cut. Cumulative throughput target upto July ’15 achieved. -> ONGC, Tatipaka: Production low due to problems in Naphtha uplifitment because of low demand. 3.3 Production in JV refineries during July, 2015 was 1553.195 TMT which is 23.05% higher than the target for the month and 384.02% higher than the production achieved in the corresponding month of last year. Cumulative refinery production in JV refineries during April-July, 2015 was 5444.971 TMT which is 22.91% higher than the cumulative target and 29.89 % higher than the production during the corresponding period of last year. 3.4 Production in private refineries during July, 2015 was 7061.516 TMT which is 2.77% lower than the target for the month and 5.21% lower than the production achieved in the corresponding month of last year. Cumulative refinery production in private refineries during April-July, 2015 was 28858.762 TMT which is 0.63 % lower than the cumulative target and 1.42% lower than the production during the corresponding period of last year. 3.5 Refinery-wise details of the capacity utilization and Production of petroleum products during the month of July, 2015 and cumulatively for the period April-July, 2015 vis-à-vis April-July, and 2014 are given in Annexures-IV to V respectively.
