dec 2015 cover PageDear Editor-in-Chief, we wish to bring to your attention a major hurdle that makes it impossible to claim benefits under MEIS. As per FTP, we exported by mentioning declaration of intent. However, our claims have been stuck for nearly 8 months, and the shipping bill doesn’t appear online on the DGFT repository, making it impossible for us to claim incentives. When approached, DGFT told us to select ‘yes’ on rewards, but this was not mandatory before. DGFT’s Public Notice 40 allows exporters to approach customs to get shipping bills re-transmitted for shipments made between 01.04.2015 to 31.05.2015, but even those bills are not attaching online during the application, and we get an error message, “SB: Item Si. No.1 in No in customs and not eligible for MEIS.”

DGFT wants exporters to complete exports/imports within one year, but it is impossible. The delay in getting our claims is affecting our working capital and exports. Since MEIS was introduced, our buyers abroad are also aware of MEIS rates, and we are left with no option but to pass on the incentive. This is done by anticipating MEIS benefit to redeem at the earliest, but with it not monetizing for 8-9 months, our exports are affected.

We request DGFT to look into the matter, and allow manual filing and issuances of MEIS scrips, and also allow/ask customs to register them. Public Notice 40 allowed only shipping bills for exports until 31.05.2015 which should be 09.10.2015.
