Anti-dumping investigation concerning imports of
“Aluminium Foil” originating in or exported from China PR.

This is reference to the initiation notification no. 14/06/2015-DGAD dated 15/12/2015 concerning imports of “Aluminium Foil”, originating in or exported from China PR.

The Designated Authority has received a number of representations and submissions from interested parties. A number of interested parties have submitted that the Designated Authority should consider and devise a model match criteria (PCN system) for ensuring fair comparison between the normal value & export price and NIP & landed price of imports. The Designated Authority has also conducted on the spot verification at the premises of petitioners, to the extent considered necessary.

Based on submissions received from various interested parties, the Designated Authority proposes the following product criteria (PCN system) for undertaking fair comparison for the purpose of dumping margin and injury margin determination.

Following attributes of the product under consideration needs to be considered in the PCN system

i. Alloys (1235, 8003, 8006, 8011, 8021, 8079 etc)

ii. Product category:
a) Alu Alu Stock (AA)
b) House Foil (HF)
c) SRC (SC)
d) Other Aluminium foil (OF)

iii. Plain (PPP)

iv. Printed/coated (PRI)

v. Bare Foil (BFO)

vi. Backed with paper (BWP)

vii. Backed with paper board (BPP)

viii.Backed with plastics (BPL)

ix. Backed with any other similar packing materials (BSM)

x. Micron (05.0, 08.3, 15.0, 70.0, 80.0 etc)

xi. Width (4 digit code based on actual width in mm

Considering the above-attributes of the PUC, Authority proposes a 20 digit alpha-numeric PCN system wherein the first 4 digits stands for alloy, second 2 digits for category, next 3 digits will reflect whether the product is printed, plain etc., next 3 digit for bare/converted, next 4 for thickness/micron and the last 4 digit should reflect width of the product.

Illustrative PCN on the above basis for the following descriptions of the PUC are explained below for the ease of understanding.

1) Aluminium Foil Thickness 63 Micron X 975 MM from 1235 alloys PCN for the above description will be “1235OFPPPBFO06.30975

2) Printed Aluminium Foil Thickness 45.3 Micron from 8006 alloys PCN for the above description will be “8006OFPRIBFO4530000”

Cooperating exporters and domestic industry may provide PCN of each of their transaction in the various appendices and information filed by them. The costing information may also be provided for each of the PCNs separately.

All interested parties may advise your comments and concerns, if any, regarding the proposed PCN system for the product under consideration. The interested parties may write to the undersigned and/or meet the undersigned (with prior intimation)
