Niti panel to submit ease of business report in July

An expert panel created by NITI Aayog will submit its report on state-specific study by July. The panel proposes reforms for improving ease of doing business.

A joint study by NITI Aayog-IDFC Institute Enterprise is aimed at providing boost to the government’s 'Make in India' scheme, by identifying the issues businesses are facing and to give impetus to reforms at state-level that will support in enhancing ease of doing business in India, while promoting cooperative and competitive federalism.

A government official said that the expert panel created in June last year will come out with its report by July 2016. The panel is giving final touches to the report.

The survey, in addition to interacting with companies in metro cities, also covered cities such as Bhubaneswar and Ghaziabad, the official added. The report will not provide ranks to states with regard to ease of doing business, but will emphasise on identifying issues and sharing the best practices.

In June 2015, the government had created the panel, chaired by Arvind Pangariya, Vice-Chairman, NITI Aayog, to finalise the methodology and scope of 'Enterprise Survey on Business Regulatory Environment' in India.

The focus of the enterprise survey was to study the prevailing environment of business regulations in the states depending on the feedback from companies, including start-ups and manufacturing units.

After that, to conduct the survey on prevailing business regulatory environment in the country, NITI Aayog hired a consultant in October last year.

In 2015, a Parliamentary committee, suggested various steps in order to enhance India's position in the ease of doing business, like urgent need to cut procedures and time period for registering a company.

The panel had also observed that the matter related to construction permits is a critical area in the scenario of ease of doing business. Therefore, there is an urgent requirement to introduce fast-track systems for building plan approval.
