Paint chemical shipments from China, Swiss to face anti-dumping duty from GoI

Government of India is likely to impose anti-dumping duty on imports of ‘Diketopyrrolo Pyrrole Pigment Red 254’ originating in or exported from China and Switzerland

In a move to protect domestic industry from cheaper shipments, Government of India is likely to impose anti-dumping duty on chemical imports from China and Switzerland. Under the supposed move, Indian government is likely to impose duty of up to $7.58 per kg on shipments of a chemical used mainly in paint industry from the said countries. Government’s decision was based on recommendations of the Directorate General of Anti-dumping and Allied Duties (DGAD) which carried anti-dumping duty investigation on the imports of ‘Diketopyrrolo Pyrrole Pigment Red 254’ originating in or exported from China and Switzerland. According to the DGAD final findings, the pigment that has been exported to India from the two countries was found to be below the normal value, thus, resulting in dumping. "The authority (DGAD) is of the view that imposition of anti-dumping duty is required to offset dumping and injury. Therefore, the authority considers it necessary to recommend imposition of definitive anti-dumping duty," an official notification from the Ministry of Commerce, GoI, said. The recommended anti-dumping duty ranges between $3.61 per kg and $7.58 per kg. According to findings, imports of the said item from the said countries have increased enormously between 2010-13 period. While Chinese shipments gone up from 7,563 kg in 2010-11 to 48,620 kg during period of investigation (January-December 2013), the shipments from Switzerland increased from 18,140 kg to 26,220 kg during the period. It is noteworthy here that China has been facing allegations from GoI over dumping activities. Earlier, India had imposed anti-dumping duty on steel products, auto parts, Vitamin E, Acrylic Fibre, Electronic Calculators, USB Flash drives, among others, from China, reacting to domestic concerns.
