Plant Quarantine (Regulation of Import into India) Order, 2003

In exercise of the powers conferred by sub-section (1) of section 3 of the Destructive Insects and Pests Act, 1914 (2 of 1914), the Central Government hereby makes the following order further to amend the Plant Quarantine (Regulation of Import into India) Order, 2003, namely:-

1. Short title and Commencement.- (1) This Order may be called the Plant Quarantine (Regulation of Import into India) (Fourth Amendment) Order, 2016.

(2) It shall come into force on the date of its publication in the Official Gazette.

2. In Chapter II of Plant Quarantine (Regulation of Import into India) Order, 2003, the existing entries relating to clause 3 (20) shall be replaced with the following entries, namely:-

‘3. Import of plants, plant products etc.

(20) No consignment shall be permitted import unless accompanied by an original Phytosanitary Certificate issued by an authorized officer at the country of origin in PQ Form 21 or at the country of re-export in PQ Form 22;

Provided that cut flowers, garlands, bouquets, dry fruits/nuts etc., weighing not more than two kilograms imported for personal consumption may be allowed to be imported without a Phytosanitary Certificate or an import permit. Provided that all consignments of Similar material: Inorganic soil additives, Leonardite, Lignite, Pure sand (Silica, Zircon, Quartz, etc.,) Pure clay like kaolin etc., Rock aggregates and Gravel, Volcanic pumice, Chalk, Salt, Diatomaceous earth, Iron ore, Vermiculite, Perlite, Gypsum, Zeolite etc., may be allowed to be imported in any form, for industrial and non agricultural purpose, without a Phytosanitary Certificate or an import permit.

2. Amendment of Schedule VI.- In the Schedule VI to the Plant Quarantine (Regulation of Import into India) Order, 2003 for serial number 394, in column 2 and the entries relating thereto against s.no.v the following entries shall be substituted, namely:-
