India imposes definitive ADD on imports of automobile aluminium radiators from China

The products specified in the description of the notification are generally used in cars, tractor trucks and gensets.

India has imposed a definitive anti-dumping duty of $22.89 on the imports of Aluminium Radiators, Aluminium Radiator Sub-Assemblies and Aluminium Radiator Core, including in complete knocked down (CKD) or semi-knocked-down (SKD) conditions, for use in used/on road vehicles and generator sets, from China. 

A notification NO.20/2017-CUSTOMS (ADD)  to this effect was released by the DGAD on May 12, 2017. Citing material injury to the domestic industry as a result of the dumping of the goods below the normal value, the DGAD has imposed an anti-dumping duty of $22.89 on Aluminium Radiators, Aluminium Radiator Sub-Assemblies and Aluminium Radiator Core goods for a period of five years. The products specified in the description of the notification are generally used in cars, tractor trucks and gensets. 

The DGAD has specifically excluded some goods from the ADD list. A clarification of the same was notified on March 16, 2016, when interested parties sought clarity on the Scope of the Product under Consideration. The components excluded are:

  • aluminium radiators meant for use in automobile equipment manufacturing applications;
  • imports of components like rubber gasket, frames, oil cooler, tank, tubes etc. in isolation or as stand-alone ones
  • aluminium radiators for use in the original assembly of vehicles;
  • and the radiators made for OEM and replacement market

 

The DGAD had issued a corrigendum on January 22, 2016, though the period of investigation began on April 1, 2014, to June 30, 2015, to make a thorough analysis on the basis of the available data. The final findings were published on March 20, 2017. Around 14 exporters/producers of aluminium radiators in China PR was imposed with the anti-dumping duty for 5 years which shall be paid in Indian currency.
